We need all HRC Action Network members to send a fax through the Online
Action Center (at no cost to you) urging their Representative to support
both the Hate Crimes Prevention Act (HCPA) and the "Motion to Instruct" the
House to retain the Senate-passed Kennedy-Smith hate crimes language in
the Department of Defense (DoD) Authorization bill.
As you know, on June 20, 2000, a revised Hate Crimes Prevention Act (H.R.
1082/S.622), renamed the Local Law Enforcement Enhancement Act of 2000,
passed the U.S. Senate as an amendment to the Department of Defense (DoD)
Authorization bill (HR 4205/S 2549).
If the House agrees to include the Senate-passed hate crimes amendment, the
revised HCPA will become law when Congress passes the final version of the DoD
Authorization bill.
Rep. Barney Frank (D-MA) will offer a "Motion to Instruct" the House
conferees to retain the Senate-passed language. A vote on this motion could
happen as early as Tuesday evening September 12, so please act right away!
When the Senate voted in June, HRC Action Network members sent over 5,000
faxes, helping to make the 57--42 vote victory possible. We need at least
double that number to succeed in passing Rep. Frank's motion in the House.

internet browser to www.hrc.org or clicking on the link below and then
clicking on "Take Action!"
Once in the Action Center, go to the alert that says Hate Crimes VOTE In House!
Fax and Call Your Representative Today! You will find more information
About the Hate Crimes Prevention Aact and you can automatically send your fax. We
have prepared language for you but you can change it to make it more personal if you wish.
