But, none of them have been quite as dumb as George W. Bush. The aim of this site is to demonstrate that the Republican nominee is not fit for office solely by reason of insufficient intelligence."

The statement continues:

"Perhaps, his brain was damaged by a 20-year alcoholic binge. Maybe it was all the alleged cocaine, or even a combination of both the former and the latter. He may have just started life with an inferior processor. A man of his pedigree would suffer from a lack of diversity in his genetic make-up. But, we will not address the possible reasons for his limitation." There are other sites, says TooStupidToBePresident.com , which do address the possible reasons for George W. Bush's limitations. The site's statement alleges:

"Such topics are the responsibility of sites like www.ultimatefratboy.net , www.crackheadbush.org , and www.OPECcutproductiontogetmeelected.com Would-be visitors to these three sites, however, are greeted by a sign that says: "You are not authorized to view this page."

TooStupidToBePresident.com promises that it will "deal only with George W. Bush's present and potential mental capacity."

"Some," note the site's webmasters, "have said this site is mean. But if it's mean, it is only because of the sad truth that George W. Bush is dumb. If he were smart the site wouldn't be mean, it would be silly. Perhaps as Dubya has said recently, "there ought to be limits to freedom."

TooStupidToBePresident.com, according to a satirical blurb at the top of its main page, "is a proud, charter member of the TIPS program! Everything you download will be noted by the Justice Department for your permanent record."

Among the many and varied cartoon videos is a stand-up comic routine showcasing U.S. Secretary of Defense Donald Rumsfeld who, speaking on stage into a microphone, asks: "Why are people so surprised to find out their government has lied to them? They should be surprised when it tells them the truth!"

Rumsfeld and Bush are portrayed meeting clandestinely in a diner, talking to each other across a table about war plans and calling one another Donnie and George. Rumsfeld finds Bush's rationale for attacking Saddam inadequate. "He tried to kill my Daddy," suggests Bush, but Rumsfeld instead demands that the nation be told: "We have to attack Iraq to protect the whole country."

In a later scene, Rumsfeld informs U.S. Secretary of State Colin Powell: "Because you've never worked for an oil company, you have the most credibility in the Administration." The dialogue for Rumsfeld's stand-up routine is reported to have been written by Paul Wolfowitz and Richard Perle.
